Under supervision of the Deputy Director of Public Works, performs technical skilled work developing, planning, organizing, and supervising the Town's traffic operations system, including the design, review and construction of roadways, signal systems, signing and striping, intelligent transportation system (ITS), neighborhood mitigation, and traffic control operations. Provides professional and specialized traffic engineering support, recommendations, and technical assistance to Town Management, Town Council, staff, private developers and outside agencies.

TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)
1. Review, evaluate, and comment on traffic engineering plans and traffic studies for commercial and residential private development projects to ensure compliance with federal, state, and local codes, ordinances, regulations, standards, and specifications related to traffic signing, traffic striping, traffic signals, traffic control plans and installation of other traffic control devices.
2. Respond to traffic related requests and inquiries from the Town Manager, Town Council, Department Heads, local citizens, businesses and organizations. Provide customer service and respond to questions or complaints related to traffic issues. Receive, review, and/or investigate requests from citizens for traffic mitigation in neighborhoods, signing requests, speed limit adjustments, or other traffic safety devices. Coordinate traffic studies, analyze findings, prepare reports and provide professional recommendations to the Town Manager, Council, Department Heads, staff, and citizens.
3. Manage the design and construction of all new traffic signal capital improvement projects; develop scopes of work, project schedules, assist in preparing contracts with design consultants and contractors, and manage the project budgets for the Town's traffic signal and ITS projects.
4. Participate in regional transportation planning, committees, and partnering activities with governmental agencies such as Maricopa Association of Governments (MAG), Central Arizona Governments (CAG), Arizona Department of Transportation (ADOT), Maricopa County Department of Transportation (MCDOT), Pinal County, City of Mesa, and Town of Gilbert. Conduct and lead the Transportation Advisory Committee (TAC).
5. Develop traffic engineering standards, specifications, details, and procedures for intersection design, traffic signals and traffic control devices, traffic calming measures, school zones, signing and striping, traffic signal interconnects, the Town's intelligent transportation system, and other traffic related items. Develop new policies or modify existing policies related to Town's Transportation Plan.
6. Develop and assist with the preparation of the traffic engineering capital improvement budget; develop and manage the operating budget for the traffic engineering division, develop funding requests and grant applications for federal, state, and local funding opportunities. Develop intergovernmental agreements for multi-jurisdictional transportation projects which require input, review, partnering, and funding for completing the project.
7. Conduct field reviews and inspections of traffic signal systems and equipment; monitor, analyze, and recommend solutions to resolve existing traffic issues or conditions; adjust signal timing to ensure traffic is moving efficiently and safely.
8. Oversee and manage the review and approval for all Temporary Traffic Control Plans. Perform field reviews to ensure the contractors are installing and maintaining the temporary traffic control devices per the approved plan.
9. Participates in the development and implementation of goals, objectives, policies, and priorities related to the traffic engineering and transportation planning programs of the Town.
10. Undertakes accident analysis, capacity improvement project reviews, traffic control planning, school traffic safety and policy planning efforts.
11. Makes presentations to Town Council and other public and private groups.
12. Applies engineering principles to roadway design and traffic control matters; Prepares administrative, technical, and statistical reports on traffic operational matters such as crashes, pedestrian activities, safety measures, and related traffic and transportation issues or concerns.
13. Performs other related duties as assigned.
- Typical Qualifications
Training and Experience (positions in this class typically require):
Bachelors degree in Civil Engineering, Transportation, Engineering or a related field; Five years professional experience in the planning, design and/or construction of transportation projects. Municipal experience highly desirable; Professional Engineer (PE) registration required. Professional Traffic Operations Engineer Certificate (PTOE) preferred.
